After importing a target list that I exported from AstroPlannerr, the items show up nicely on the SGP Sequence . However, they do not reappear if I shut down SGP and then re-run it. Only the Target1 sequence remains. Is this normal? Any way to not have to re-import the list between sessions?

I think so. Hard to say without seeing exactly what transpired. It sounds like you did not save the sequence before you closed SGPro.
I have imported many different sets of targets from AstroPlanner. Never had any issues. Always worked fine for me with all targets saved.
