Starting sequence while unsafe opens dome

Description

Another issue with safety behaviour that made SGP try to open the dome automaitcally while unsafe was triggered.
I would like to be able to start the sequence and have SGP wait for conditions to become safe and start as normal, this does of course not work when SGP tries to open the dome while unsafe.

SGPro 3.1.0.453 will support starting a sequence when safety monitor is UNSAFE.
